Brandon Mental Health Primary Care Centre — HTM-compliant commissioning & water treatment.

A new mental health primary care facility on the Leicestershire Partnership NHS Trust estate. BWS was appointed by the main contractor to deliver the full water-side and air-side commissioning scope to HTM 04-01 — pre-commission cleaning, BS8558 disinfection, LTHW and DHWS commissioning, ventilation commissioning, plus independent commissioning management across the project.

The project

An NHS mental health facility, brought into safe service.

The Brandon Mental Health Primary Care Centre is a new build on the Leicestershire Partnership NHS Trust estate, providing assessment and treatment facilities for mental health patients. As an NHS healthcare facility, every aspect of its water and air systems sits under HTM 04-01 (safe water in healthcare premises) and HTM 03-01 (specialised ventilation for healthcare) — significantly tighter than the equivalent commercial standards, with augmented-care risk considerations layered on top.

BWS was appointed by the main contractor to deliver the full water-side and air-side scope through to clinical handover — and to act as the independent Commissioning Manager coordinating the M&E commissioning programme against the construction programme and the trust's pre-occupation requirements.

Scope at a glance

  • BG29 pre-commission cleaning of LTHW & CHW
  • BS8558 disinfection of the domestic water installation
  • LTHW commissioning & balancing to CIBSE Code W
  • DHW (domestic hot water) commissioning & thermal balance
  • Ventilation commissioning to CIBSE Code A / HTM 03-01
  • BS7592 Legionella sampling via UKAS-accredited laboratory
  • Independent commissioning management (CIBSE Code M)
  • HTM 04-01 evidence pack to trust estates team
What we did

Five streams under one accountable lead.

STREAM 01

BG29 Pre-Commission Cleaning

Dynamic flushing, chemical clean and inhibitor passivation of the LTHW and CHW closed water systems. BG29-aligned acceptance chemistry — turbidity, iron, copper, total bacteria, SRB and inhibitor residual — verified by UKAS-accredited laboratory before the system was passed to commissioning.

STREAM 02

BS8558 Disinfection

Chlorination of the domestic hot and cold water installation to BS8558 — including purging logs for every outlet, post-disinfection bacteriological sampling for Legionella, TVC, coliforms, E. coli and Pseudomonas, all to UKAS lab. Certificate issued for the HTM 04-01 evidence pack.

STREAM 03

LTHW & DHW Commissioning

Hydraulic balancing of the LTHW network against design flow rates with PICV setting and recording. Separate DHW commissioning programme covering flow-and-return thermal balancing, calorifier output and thermostatic mixing valve verification to HTM 04-01.

STREAM 04

Ventilation Commissioning

Air-side commissioning to CIBSE Code A with the additional HTM 03-01 healthcare-ventilation requirements where clinical spaces are involved. AHU performance, supply/extract balancing, ductwork verification and witnessing.

STREAM 05

Independent Commissioning Management

Acting as the project's independent Commissioning Manager — CIBSE Code M aligned. Pre-commissioning planning, contractor-side method statement review, witnessing schedule integration with the construction programme, weekly coordination meetings, and a single integrated evidence pack at handover.

STREAM 06

Legionella Verification

Post-disinfection BS7592 sampling across the domestic hot and cold water installation via UKAS-accredited laboratory — clean results closing the loop before the building entered service.

Standards we delivered against

The HTM-aligned compliance map.

HTM 04-01Safe water in healthcare premises
The NHS technical memorandum that defines the design, install and operational requirements for water systems in healthcare — including augmented-care risk considerations.
HTM 03-01Specialised ventilation for healthcare
The healthcare overlay on CIBSE Code A — tighter cleanliness, balancing and witnessing requirements for clinical ventilation.
BSRIA BG29/2021Pre-commission cleaning of pipework
The headline standard for getting closed water systems clean before commissioning. Acceptance chemistry verified by UKAS lab.
BS8558Disinfection of potable water
Code of practice for the design, installation, testing and maintenance of services supplying water for domestic use.
CIBSE Code W / Code AWater & air balancing
The technical standards for balancing and commissioning of hydronic water systems (W) and air distribution (A).
CIBSE Code MCommissioning management
The UK headline guidance for managing the commissioning process across a construction project — the framework our independent CxM role aligned to.
BS7592:2022Sampling for Legionella
The British Standard sampling methodology used for post-disinfection verification.
ACOP L8 · HSG274Legionella control
HSE Approved Code of Practice and supporting technical guidance — the legal backbone the disinfection and sampling closed against.
Outcome

Handed over to the trust, HTM-compliant, ready for patients.

The Brandon Unit was handed to the Leicestershire Partnership NHS Trust on programme, with a full HTM 04-01 evidence pack — BG29 acceptance chemistry, BS8558 chlorination certificates, LTHW and DHW commissioning reports, ventilation balancing records, BS7592 Legionella verification samples and a complete commissioning management close-out file aligned to CIBSE Code M.

Acting as the independent Commissioning Manager meant we owned the programme of the M&E commissioning end-to-end — including the contractor coordination, witnessing schedule and the trust-side liaison at handover. The building entered clinical service with the water and air systems clean, balanced, sampled, verified and documented to the standard the NHS needs.
