Local authority — estate-wide Legionella & water hygiene compliance.
BWS delivers ACOP L8 Legionella compliance and routine water hygiene across a UK local authority estate — 275 sites, 7,800+ assets, ranging from primary schools and group homes through to depots, community buildings, leisure centres and council offices. One contract, one accountable senior engineer, one defensible compliance position.
An entire local authority estate, under one programme.
Our local authority client operates one of the most varied building portfolios any UK council manages — 275 sites covering primary schools, infant and junior schools, academies, group homes for vulnerable adults, depots, civic centres, community buildings, leisure facilities and council offices. Every one of those buildings has a water system, every one of those water systems carries Legionella duty under ACOP L8 — and every one of those duty-holder responsibilities sits with the council.
BWS was appointed to deliver the full ACOP L8 and HSG274 Pt 2 compliance programme across the entire estate. Annual logbook audit and temperature-probe calibration at every site. Six-monthly water hygiene visits at most. Quarterly visits where the risk assessment demands it. Annual TMV servicing across nearly 4,000 valves. Calorifier inspections, tank cleans, expansion vessel purging, shower-head descales, chlorine dioxide unit checks — the full HSG274 Pt 2 scope of asset-level routine work, programmed against a written scheme of control we agree with the council each year.

7,800+ assets across schools, group homes, depots and community buildings.
The compliance picture for a council estate isn't a single big building — it's the sum of thousands of small water-system assets distributed across hundreds of sites. Here's what the council register looks like in numbers.
Six routine tasks across every site, every year.
Calorifier Inspection & Purge
Annual visual check of internal surfaces for scale and sludge. Where no inspection hatch is present, base purge to a suitable drain. Initial flush collected and inspected for clarity, debris and temperature. Recorded against the asset's logbook entry.
Cold Water Tank Inspection
Annual inspection and remedial works on cold water storage tanks. Tank water temperature checked remote from the ball valve; incoming mains recorded. Thermal insulation checked, weatherproofing reviewed where exposed.
TMV Servicing
Annual servicing of 3,845 thermostatic mixing valves across the estate, including TMTs. Strip, clean, descale and disinfect strainers and filters. Failsafe test, thermal disinfection, temperature verification, per-valve evidence on the asset register.
Shower & Spray Head Descale
Quarterly dismantle, clean and descale of all shower heads, hoses and spray taps on the register. Photographic evidence captured on the digital portal at every visit.
Expansion Vessel Purging
Annual flush-through and purge to drain of every drain-valve-fitted expansion vessel (924 across the estate). Bladder replacements scheduled per manufacturer and risk-assessment intervals.
Logbook Audit & Probe Calibration
Annual logbook audit and temperature-probe calibration against our UKAS-calibrated reference at every one of the 275 sites — included free of charge in the council contract. The evidence base that makes the rest of the programme defensible.
The compliance map for the council estate.
HSE Approved Code of Practice — the legal framework for every single one of the 275 sites under the contract.
Defines the routine monitoring tasks delivered above — calorifier inspection, tank inspection, TMV servicing, shower descales.
Annual visual inspection of hot water storage vessel internal surfaces for scale and sludge, base purge where no inspection hatch is fitted, initial-flush clarity check — covering 370 calorifiers across the estate.
The methodology used wherever the site-specific written scheme of control requires verification sampling.
A defensible compliance position across the entire council estate.
The council's estates team now operates with a single live compliance dashboard covering all 275 sites, all 7,800+ assets and every routine task on the HSG274 Pt 2 register. Every visit is timestamped and signed off; every TMV service is recorded against the individual valve on the asset register; every shower-head descale is photographed and dated; every calorifier inspection produces a written report.
When HSE, the council's insurer or an internal auditor asks a question, the answer is one search away. That's the operating standard a public-sector duty holder needs — and that's what we deliver.
