University of Gloucestershire City Campus — pre-commission cleaning, disinfection & commissioning.

A landmark redevelopment of the former Debenhams store on Kings Square into the University of Gloucestershire's new City Campus. BWS delivered the full water-treatment and commissioning scope across three zones and five floors — pre-commission cleaning of the LTHW and CHW systems, disinfection of the domestic water, and water- and air-side commissioning through to client handover and Legionella verification sampling.

The project

A landmark Gloucester city centre regeneration.

The University of Gloucestershire's City Campus is the transformation of the former Debenhams department store on Kings Square in Gloucester into a major teaching facility. The development covers three structural zones (A, B and C) across five occupied floors — lower ground, ground, first, second and third — plus roof-level plant. Each zone carries its own LTHW, CHW, ventilation and domestic water installation.

BWS was appointed by the main contractor to deliver the full water-treatment and commissioning scope. Programme pressure was real: the building had a fixed pre-occupation date for academic year handover, and the M&E was being commissioned floor-by-floor and zone-by-zone as fit-out completed around it.

Scope at a glance

  • Pre-commission flushing of LTHW & CHW closed systems
  • Chemical cleaning & passivation to BSRIA BG29
  • Disinfection of the domestic water installation to BS8558
  • Cold water storage tank cleans (CWST 1 & CWST 2)
  • Water commissioning & balancing across all three zones
  • Ventilation commissioning to CIBSE Code A (primary & secondary air, EF01 ground & 1st floor)
  • DHWS commissioning & balancing
  • BS7592 Legionella verification sampling (UKAS lab)
  • Full evidence pack into client O&M manuals
What we did

Four streams across three zones.

STREAM 01

BG29 Pre-Commission Cleaning

BG29-aligned flushing of the LTHW and CHW closed systems across all three zones, drawn risers A, I and K — followed by chemical clean and inhibitor passivation. Flowrate evidence captured by riser and floor for the handover pack.

STREAM 02

BS8558 Disinfection

Chlorination of the domestic hot and cold water installation including cold water storage tank cleans (CWST 1 & CWST 2 — see before/after below). One-hour contact at target free chlorine residual, neutralised, flushed and verified.

STREAM 03

Water & Ventilation Commissioning

Hydraulic balancing of the LTHW and CHW networks against design and ventilation balancing across all three zones — primary air, secondary air, EF01 ground floor and EF01 first floor extract systems, plus DHWS commissioning. Reports witnessed and recorded to CIBSE Code A and W.

STREAM 04

Legionella Verification Sampling

Post-disinfection BS7592 Legionella sampling across the domestic water installation via a UKAS-accredited laboratory — final results 18 July 2025 — closing the handover with a clean compliance position.

Evidence · disinfection

Cold water storage tanks — before and after.

The two cold water storage tanks were drained, mechanically cleaned, photographed and chlorinated to BS8558 on 1 July 2025. The before/after photos below were issued as part of the handover evidence pack.

Standards we delivered against

The compliance map for City Campus.

BSRIA BG29/2021Pre-commission cleaning of pipework
Flushing, chemical clean and inhibitor passivation across LTHW and CHW systems in all three zones.
BS8558Disinfection of potable water
Code of practice for domestic water installations — the standard the chlorination certificate and CWST cleans evidence against.
CIBSE Code WWater distribution commissioning
The technical standard for balancing and commissioning of LTHW, CHW and DHWS systems.
CIBSE Code AAir distribution commissioning
Testing and balancing of supply, secondary and extract ventilation across all zones — EF01 ground and 1st floor extract included.
BS7592:2022Sampling for Legionella
The British Standard sampling methodology used for post-disinfection verification, analysed by a UKAS-accredited laboratory.
ACOP L8 · HSG274Legionella control
HSE Approved Code of Practice and supporting technical guidance — the legal backbone the disinfection and sampling closed against.
Outcome

Handed over to the University, ready for term.

City Campus was handed over to the University of Gloucestershire on programme, with a complete BWS evidence pack — BG29 flushing reports, chlorination certificates, CWST clean photographs, ventilation balancing records floor by floor and zone by zone, DHWS commissioning report, and the final BS7592 Legionella sample certificates dated 18 July 2025 — bundled into the client O&M.

The building's water systems entered service clean, balanced and microbiologically verified — exactly the position the university's estates team needed for a confident pre-occupation sign-off.
