What it is

Commissioning Management for Construction Projects

Commissioning is where construction projects get into trouble — the programme runs out of time, witnessing slips, BREEAM credits go unevidenced and Building Control hands back a snag list at PC. A commissioning manager is the person whose job is to stop all of that happening.

Birmingham Water Solutions provides independent commissioning management for mechanical and electrical works on construction projects across the UK. We work for the client, the developer, the main contractor or the M&E contractor — whichever side of the contract needs the assurance.

Our remit covers the full RIBA Stage 4 through 7 commissioning process: design-stage Cx planning, contractor-side method-statement review, witnessing and validation through construction, training and aftercare. We're CIBSE Code M aligned, fluent in BREEAM Man 04, and we know exactly what an approved inspector expects to see at PC.

As a Birmingham-based consultancy we provide commissioning management across Birmingham and the West Midlands, and on construction projects UK-wide.

When you need it

  • You need an independent commissioning manager appointed for a construction project
  • Your project is targeting BREEAM credits under Man 04 (Commissioning and handover)
  • Building Control or your approved inspector requires a commissioning programme and evidence
  • The M&E contractor's commissioning programme isn't matching the construction programme
  • Witnessing is slipping and you need someone to take ownership of the close-out
  • You're delivering under Soft Landings (BG54) and need design-through-occupation continuity
Our scope

What's included as standard.

A typical engagement covers every line below. Where your scope needs more — multi-site rollout, white-label delivery, framework KPIs — we build it on top of this baseline.

01

Design-Stage Cx Planning

Commissioning specification review, witnessing matrix, programme integration, CIBSE Code M alignment from RIBA Stage 4.

02

BREEAM Man 04 Evidence

Pre-construction commissioning plan, seasonal commissioning plan, design-team and contractor coordination — all four Man 04 credits within reach.

03

Contractor Coordination

Review of contractor commissioning method statements, witnessing schedule, programme integration and weekly progress reporting.

04

Witnessing & Validation

Independent witnessing of static and dynamic testing — flushing, balancing, performance, BMS, fire and life-safety integration.

05

Building Control & Handover

Commissioning evidence pack, O&M and logbook coordination, Building Control / approved inspector liaison to PC sign-off.

06

Seasonal Commissioning

Soft Landings BG54-aligned seasonal commissioning at 3, 6 and 12 months post-occupancy — closing the design-to-operation gap.

Frequently asked

Answered by engineers.

What's the difference between commissioning and commissioning management?
Commissioning is the technical work — flushing, balancing, witnessing, validation. Commissioning management is the discipline of planning, coordinating and evidencing that work across the whole project — so it lands on programme, hits BREEAM credits and clears Building Control. A commissioning manager doesn't do the testing themselves; they own the programme that makes sure it happens correctly and on time.
Can you target BREEAM Man 04 credits?
Yes — Man 04 has four credits available: pre-commissioning, commissioning, testing and inspecting building fabric, and post-occupancy seasonal commissioning. We hit all four routinely. The trick is being involved early enough — Man 04 credits are mostly lost at RIBA Stage 4 when the commissioning specification gets diluted or deferred.
Do you act for the client or the main contractor?
Either — we structure the engagement to suit. On larger projects we typically sit on the client side as part of the cost consultant or PD team. On D&B projects we often sit on the main contractor side, integrated with the M&E team. The deliverable is the same; the accountability is different.
Will Building Control accept your evidence pack?
Yes — our commissioning evidence packs are routinely accepted by approved inspectors, local authority Building Control and NHBC. We use the witnessing record formats they expect (BSRIA / CIBSE templates) and ensure Part L commissioning evidence is bundled correctly into the PC submission.
Can you coordinate with our M&E and BMS contractors?
Yes — we run weekly commissioning coordination meetings during the commissioning phase, with the M&E, BMS, controls, fire and life-safety contractors. The output is a single integrated witnessing schedule that fits the construction programme, with milestones the PM can track.
Do you provide seasonal commissioning under Soft Landings?
Yes — Soft Landings BG54 specifies a 12-month aftercare period with seasonal commissioning at 3, 6 and 12 months post-occupancy. We deliver this where it's specified, including post-occupancy energy and IEQ review against the design intent.
