Commissioning of ventilation, water and building services systems — handover, witnessed and validated.

Independent commissioning of mechanical, electrical, public health and HVAC systems across new build, refurbishment and complex retrofits — to BSRIA, CIBSE and Soft Landings. One team, one set of records, one accountable engineer from setting-to-work through to PC.

What it is

Commissioning of Mechanical, Electrical & Public Health Systems

Commissioning is where a project either lands cleanly or unravels. Done well, it's an engineered process: setting-to-work, static checks, dynamic balancing, performance validation and handover — every step witnessed, every result documented. Done badly, it's a clipboard exercise and the client gets a building that doesn't deliver the design.

Birmingham Water Solutions provides independent commissioning of mechanical, electrical, public health and ventilation systems on new-build and refurbishment projects across the UK — at scales from a single AHU to a 60,000 m² hospital.

We work directly for owners, main contractors and M&E contractors. Our default is BSRIA-aligned with Soft Landings where the brief calls for it — and we don't sign off anything we haven't witnessed.

From our Birmingham base we provide mechanical, electrical and public-health commissioning across Birmingham and the West Midlands, and on projects UK-wide.

When you need it

  • You're about to take handover and need independent commissioning rather than self-witnessing
  • Your programme is tight and you need a team that can mobilise in days, not weeks
  • You need commissioning of HVAC, water systems, BMS and dosing in one accountable contract
  • You've inherited a part-commissioned system and need a competent gap-fill plus close-out
  • You're delivering under a Soft Landings framework and need a partner who understands it
  • Performance testing has flagged a defect and you need diagnostic commissioning to resolve it
Our scope

What's included as standard.

A typical engagement covers every line below. Where your scope needs more — multi-site rollout, white-label delivery, framework KPIs — we build it on top of this baseline.

01

Setting to Work

Witnessed plant start-up, isolation checks, electrical verification, BMS point-by-point validation.

02

Pre-Commission Cleaning Coordination

Coordination of BG29 cleaning (in-house) and integration with the wider commissioning programme.

03

Water System Commissioning

Hydronic balancing, flow/temperature validation, dosing, sample evidence to BG50, written scheme handover.

04

Ventilation Commissioning

AHU performance, filter integrity, supply/extract balancing to CIBSE Code A, fire-damper witnessing.

05

Performance Validation

Setpoint hold, response, alarm validation, BMS witnessing, design-intent verification and seasonal commissioning.

06

Handover & Evidence

Witnessing records, commissioning data sheets, O&M-ready evidence pack and post-occupancy seasonal review.

Standards we work to

Frequently asked

Answered by engineers.

Can you act as our independent commissioning agent?
Yes — we work as an ICE (Independent Commissioning Engineer) for owners and main contractors, with witnessing and reporting independent of the installing M&E. That separation matters when performance defects need to be raised and resolved.
Do you handle ventilation and water in one contract?
Yes. Most of our value comes from running mechanical, public health and ventilation commissioning under one accountable engineer — so the BG29 clean lands into a BG50 closed-system programme that lands into the BMS witnessing without a handover gap.
What is Soft Landings and do you deliver it?
BSRIA Soft Landings is a framework for graduated, design-through-occupation handover — including a defined aftercare period and seasonal commissioning. We deliver Soft Landings-aligned commissioning on the projects where it's specified, including post-occupancy reviews at 3, 6 and 12 months.
Can you finish a commissioning someone else started?
Frequently. We mobilise, gap-fill, close out the witnessing pack and take the project to handover. We tell you in writing where the gaps are rather than papering over them — which protects you legally and commercially.
Do you provide commissioning data sheets for BSRIA QA?
Every dynamic and static test produces a commissioning data sheet referenced to the design intent, witnessed and signed by the engineer and the client/CA. Bundled into a BSRIA-compliant evidence pack at handover.
