What it is

Legionella Risk Assessments & Compliance

Legionella isn't an abstract risk — it's a duty under the Health and Safety at Work Act 1974, the Control of Substances Hazardous to Health Regulations (COSHH) and HSE's Approved Code of Practice L8. If your building has a water system, you have a duty holder, and that duty holder has to demonstrate competent assessment, written control and ongoing monitoring.

We do the assessment, write the scheme, run the monitoring, log the evidence and stand behind it at audit. One accountable team, one set of records, one engineer who knows your site.

Whether you operate a single office or a portfolio of NHS sites, our Legionella programme is built around your risk profile — augmented care wards get a different response from cold-water storage in a small office block, and the paperwork shows it.

Birmingham Water Solutions is based in the city, so Legionella risk assessments and remedials across Birmingham and the West Midlands are mobilised same-day — with the same competent service extended to client estates UK-wide.

When you need it

  • You don't have a current written Legionella risk assessment, or your last one is over two years old
  • Your water system has been modified, extended or partially returned to service
  • Occupancy has changed (post-COVID re-occupation, new wards, new tenants)
  • A water sample has returned a positive Legionella result and you need a remedial response
  • You're acquiring a building and need a competent assessment as part of due diligence
  • An auditor, insurer or framework client has flagged gaps in your evidence
Our scope

What's included as standard.

A typical engagement covers every line below. Where your scope needs more — multi-site rollout, white-label delivery, framework KPIs — we build it on top of this baseline.

01

Legionella Risk Assessment

Full system survey, asset register, schematic verification, written report ranked by risk with prioritised remedials.

02

Written Scheme of Control

A document specific to your site detailing exactly how Legionella is controlled — temperatures, flushing, sampling, responsibilities.

03

Monitoring Programme

Monthly/quarterly temperatures, flushing of little-used outlets, descales, tank inspections — delivered to schedule with digital evidence.

04

Sampling & Analysis

Legionella, TVC and Pseudomonas sampling via UKAS-accredited laboratories, with 7–10 day standard or 24 hr express turnaround.

05

Remedial Response

Thermal or chemical disinfection, system modifications, point-of-use filter installation, root-cause investigation and re-sampling.

06

Logbook & Audit Support

Full evidence pack — risk assessment, scheme, monitoring records, certificates of analysis, asset register — ready for HSE, CQC or insurer audit.

Frequently asked

Answered by engineers.

Who is the duty holder for Legionella compliance?
The duty holder is the person in control of the premises and the work activity — typically the employer, owner, landlord, head of estates or facilities manager. Duty cannot be contracted out; you can contract the work, but the legal responsibility stays with you. We help duty holders evidence competent management, which is what an HSE inspector or auditor wants to see.
How often does a Legionella risk assessment need to be reviewed?
ACOP L8 requires a review when there is reason to believe it's no longer valid — at minimum every two years. Triggers for an earlier review include changes to the water system, changes to occupancy or use, changes to the people responsible, a positive Legionella result, or a near-miss/illness.
What's the difference between a risk assessment and a written scheme?
The risk assessment identifies what could go wrong and where; the written scheme says exactly what you do to stop it going wrong. You need both. We deliver them together, mapped to each other, so monitoring tasks line up with the risks they control.
We had a positive Legionella result — what now?
Call us. We'll be on-site inside 24 hours with a remedial plan — typically a flushing/thermal regime, chemical disinfection where required, post-disinfection sampling, root-cause analysis and a written corrective action report. Acting fast and documenting it well is what protects the duty holder.
Do you do Legionella testing or just risk assessments?
Both. We sample to BS7592, analyse via UKAS-accredited laboratories and feed results back into your written scheme. Sampling on its own is just data — sampling tied to a scheme tied to remedials is compliance.
